Promotion of less polluting mobility for individuals

From 2024 January 16 at 8:00 a.m. until funds are sufficient, individuals are invited to submit Applications for a compensatory payment after purchasing a less polluting car or a registered electric vehicle and deregistering an old car.

Applications are submitted only through the Environmental Project Management Information System (APVIS) https://apvis.apva.lt/.

EUR 5 million has been allocated for financing projects.

Applicant

A natural person who has submitted an Application for a compensatory payment in accordance with the established procedure.

The owner/manager of both the old car and the less polluting car or electric vehicle must be the same natural person.

An application for a compensatory payment is submitted when the less polluting car or electric vehicle is registered in the applicant’s name, and the old car has been disposed of and deregistered. The order of actions is not important, submitting an application is the last step.

Requirements for an old car

A class M1 vehicle, owned/operated or registered only as its operator (registration code C.1=C.2), for at least 12 months before 1 June 2023.
The technical inspection of the class M1 vehicle should have been valid on 18 November 2023 (the date of approval of the updated 2022–2025 Climate Change Programme Investment Plan).
The applicant must hand over the class M1 vehicle for destruction, obtain a certificate of destruction of an unfit vehicle. And the vehicle itself must be properly deregistered from the Road Vehicle Register of the Republic of Lithuania. (List of vehicle managers).
Please note that there are no requirements for the model, year, fuel type, or CO2 emission for an old car.

Requirements for purchasing a cleaner car or electric vehicle

M1 class cleaner car with total carbon dioxide (CO₂) emissions not exceeding 130 g/km (V.7, according to NEDC or WLTP methodology);
M1 class cleaner car is powered solely by petrol, gas (natural or liquefied), ethanol, electricity or in addition to petrol, gas (natural or liquefied), ethanol, electricity (diesel is not an appropriate fuel);
The criteria for CO2 content and date of first registration do not apply to electric cars;
Electric vehicle – a new L-class vehicle registered in the Register of Road Vehicles of the Republic of Lithuania, whose power source is only electricity and whose total carbon dioxide (CO₂) emissions do not exceed 0 g/km;
The date of first registration of the cleaner car in the European Union is 1 January 2014 or later;
For compensation payments to natural persons who have purchased a less polluting car or electric vehicle, eligible costs are those incurred from the date of publication of the call for applications to the Agency.
Having purchased a less polluting car or electric vehicle, the applicant shall register it in his/her own name, and having purchased it by leasing, he/she shall become the owner;
The registration certificate of the purchased less polluting car or electric vehicle must indicate the total CO2 emissions of the car (V.7), the date of first registration (B), and the date of first registration in Lithuania (B.1).
Compensation payment

The amount of the compensation payment per applicant is EUR 1,000.

Eligible costs

Eligible costs are from 2024. January 16, i.e. the eligible less polluting car or electric vehicle has been registered in the applicant's name since January 16, 2024.
A car or electric vehicle with the same VIN number can be compensated only under one Climate Change Program call and only once.
A destroyed vehicle with the same VIN number can be compensated only under one Climate Change Program call and only once.
Legislation

Description of the procedure for promoting the purchase of less polluting mobility means by the Climate Change Program compensation payments to individuals, approved by Order No. D1-605 of the Minister of the Environment of the Republic of Lithuania of 11 October 2019.
